We are looking for an Expert Business Analyst to work with agency stakeholders to understand and document As-Is business processes, define To-Be processes and requirements, and support the design and development of new applications aligned with the agency's technology roadmap.
🔹 Required Experience:
• 84+ months of Business Analysis experience
• 84+ months of experience eliciting and analyzing stakeholder business needs
• As-Is / To-Be process analysis and process mapping
• Functional & non-functional requirements gathering and validation
• JAD sessions and stakeholder interviews
• Context diagrams, use cases & swim lane diagrams
• Report specifications, wireframes & UI specifications
• Non-functional requirements specifications
• 60+ months creating test plans and test cases
• 60+ months supporting User Acceptance Testing (UAT)
• 60+ months managing the Requirements Management Lifecycle
• Requirements traceability, baselines & change control
• Requirements Management Plans
• Experience working with application architects and development teams
• Strong communication, analytical and stakeholder-management skills
⭐ Certification Required:
CBAP (Certified Business Analysis Professional) – IIBA
📌 Day-to-Day Responsibilities:
• Lead JAD sessions for As-Is / To-Be business processes and use cases
• Interview stakeholders and document requirements
• Analyze mission-critical business processes across multiple bureaus and units
• Translate business needs into verified and validated requirements
• Define future-state processes supporting application development
• Work closely with architects, developers, testers and business stakeholders
🎯 Ideal Candidate:
An experienced Senior/Expert Business Analyst with strong process analysis, requirements management, documentation, JAD facilitation and UAT experience, along with an active CBAP certification.
